It comes as Mayor Wayne Brown says Auckland Council needs to sell its shares in Auckland Airport to help plug its $375 million budget hole.
A recent report found there was a "leadership void" at the council.
The package will kick-start urgent work to bring drinking, waste and storm water infrastructure up to scratch.
