Police are appealing for help after a violent incident in Kaikohe in which a teenager was stabbed and also run over by a vehicle.
"We will be able to tell where they are, how far they travel and more importantly we will be able to see if they are coming close to the property to attack some animals."
The water will be used mainly for avocado orchards.
The 63-year-old man entered the sea near Waipoua but failed to return to land.
