The 29-year-old was arrested on Friday after police conducted a search warrant.
"That female could have produced four chicks this year, and again next year, and so on - but we've lost that now."
They've been linked to at least one death and a serious hospitalisation in Taranaki - and may be in other regions.
The system aims to cut wait times.

Council hydrology officers discovered a fire had been lit under one monitoring station.
"He was looking forward to introducing his baby daughter to the mountains."
Richard Phillips and Peter Kirkwood, engineering geologists from Christchurch-based firm Tonkin + Taylor, were the pair found on the mountain just before 10pm on Tuesday.
"It's an absolute tragedy to think that someone's out doing the things they enjoy doing in life and they've had their life taken."
