Police in a small US town say there's nothing they can do to stop a gothic clown from scaring the bejesus out locals, because it's doing nothing wrong.

The creepy clown was first spotted walking the streets of Green Bay, Wisconsin at 2am on August 1, wearing dishevelled clothing and carrying four pitch-black balloons, reports USA Today.
"This person is not breaking the law," Capt Kevin Warych of Green Bay police told the paper. "He can walk in a clown costume anywhere he wants."
He's since been nicknamed 'Gags', and even has a Facebook fan page covering his exploits.
Gags' emergence comes only weeks after the world got the first look at the new Pennywise from an upcoming adaptation of Stephen King's horror classic It.
