Texas police are investigating after a shopper posted a photo of a child apparently being dragged along by her hair in Walmart.
Erika Burch posted photos online during her shopping trip in Cleveland, which she alleges shows a man dragging a young child along by wrapping her hair around the trolley handle.
"She is begging him to stop! She was saying, 'Please stop, I promise I won't do it again, please stop!" Ms Burch says.
She says the man told her to "mind [her] own business" before she called the police.
But a sergeant who attended told her it wasn't abuse as there were no bruises or hair loss, and the man "has the right to discipline his children".
"Now this baby had to go home with this monster thinking that nobody cared about her and it's okay for this animal to pull her by the hair of her head," Ms Burch ranted on Facebook.
The Cleveland Police Department say they've received a number of calls about the incident.
An investigation has since been launched in conjunction with the Child Protective Services.
No charges have yet been filed.
