A woman in Victoria is facing serious charges for allegedly smashing a police officer's head against a concrete slab after being asked why she wasn't wearing a face mask.

Victoria's police chief commissioner Shane Patton said the woman's actions were "totally unacceptable and highlighted the challenges police face in enforcing the state's COVID-19 rules. One of these rules is that people must wear a face mask at all times outside their homes to slow the spread of the virus. People not wearing masks can be fined $200.

Patton says on Monday evening the 26-year-old officer and her partner noticed the woman near Frankston's Bayside Shopping Centre and saw she was not wearing a mask.

When they asked about her lack of mask Patton says the woman lashed out ans a "scuffle" ensued.

"During that scuffle this 38-year-old woman smashed the head of the policewoman several times into a concrete area on the ground."

He says the 38-year-old is facing "significant charges".

"That behaviour is just totally unacceptable. That's someone who thinks they're above the law."

Premier Daniel Andrews has blasted the woman's behaviour saying it was "appalling and shameful conduct".
