A 13-year-old girl has been charged with murdering her mother after having her mobile phone taken off her in the US state of Pennsylvania.

Lataya Powell was taken into custody on Friday (local time) after emergency services responded to a call about an "unresponsive female".

Emergency services rushed to a residence around 12:30pm and found the teen's 44-year-old mother with stab wounds to her torso and "head area".

According to the coroner she died at the scene and an autopsy is pending.

Emergency services also found an 11-year-old boy at the address who was transported to hospital with stab wounds in his back, according to local news outlet WYOU.

As Powell was being taken into custody, she appears to tell WYOU on video she feels "regret, guilt and self-disgust".

She was charged with criminal homicide, aggravated assault and other related charges. Powell was charged as an adult, arraigned and is currently waiting to appear in court.

According to police, while in custody Powell told them she killed her mother after she took her mobile phone away and later threw the weapon on a neighbour's doorstep.
