Mr Browne was a promising tag player, and was part of the Manurewa Marlins Rugby League Club.

His father, Kutz Browne, wrote on Facebook: "I will c u again my son Xavier i love u and I never 4get u till next time my son love u 4eva".

Another person, Junior Napara, wrote: "you where soo talented and young handsome man..I can’t believe this".

Mr Browne had been attending a party at a house across the street from where he was hit.

Many part-goers poured out onto the street after hearing a person had been injured.

Party organiser Panashe Ngoshi told Newshub his thoughts were with Mr Browne's family and said he was deeply saddened for their loss.

The 21-year-old said he went to great lengths to make sure those at the party, which he described as a music event to show off local talent, were safe and stayed off the road. He said he even hired bouncers.

Mr Ngoshi said he had never met Mr Browne and has no idea how the incident happened. He said when he was told that someone had been hit by a vehicle he went outside to see if he could help.

Mr Ngoshi's mother told Newshub she made sure her son was safety conscious when organising such events.

Neighbours told Newshub they heard what sounded like cars doing burnouts around the time of the crash.

There were what appeared to be blood stains and tyre marks on the road outside the party when Newshub visited the scene on July 8.
