Prisoners at Spring Hill Corrections Facility were evacuated on Tuesday night.
The man says Corrections staff are turning a blind eye to the issue.
But Kelvin Davis says their actions saved the prisoner's life.
The victim had previously told staff the other inmates were threatening her and making her feel unsafe.
"Drug treatment in the community is 10 to 12 times more effective than drug treatment in prisons and yet the bulk of the money is going on drug treatment in prisons."
