US police officers make homeless man lick public urinal

Two Hawaiian police officers have pleaded guilty to forcing a homeless man to lick a urinal. 

Police officer, John Rabago, said he would arrest 37-year-old, Samuel Ingall, unless he licked a public toilet. 

Rabago, and officer Reginald Ramones, both aged 43-years-old, were charged in January 28, 2018 of depriving Ingall of his civil rights.

"Once defendant Ramones closed the bathroom door, co-defendant Rabago again instructed S.I. to lick the urinal. S.I. then reluctantly knelt down before the urinal and licked the urinal," the court heard. 

Although Rabago originally pleaded not guilty in 2018 and claimed the confrontation was a joke, he admitted on Monday that the threat was serious.

The victim's family told KHNL Hawaii News, the police officer made the homeless man "sit in pee," and caused him to choke. 

"He just said that they put him in the water and that he couldn't breathe and that he was choking when they brought him up," the victim's sister told KNHL.

Both officers will be sentenced in February and face fines of up to USD$250,000.

Ramones has left the department and was charged for conspiring to deprive Ingall's of his civil rights, while Rabago could be sentenced to 30 months in prison and is expected to be fired, according to local media.
