In Auckland, a city with a housing crisis, there are more than 500 state houses sitting empty.

Across the entire country, there are more than 1300.

It seems like an obvious pairing, but Story discovered an endless spiral of red tape and bureaucracy.

Housing NZ would not give an interview so Story decided to do their job for them.
