Sharayne Davis is 21 years old and has been waiting for a state house from Housing New Zealand for four weeks.

In Auckland, a city with a housing crisis, there are more than 500 state houses sitting empty.

Across the entire country, there are more than 1300.

Our count does not include those up for sale, demolition or redevelopment.

It seems like an obvious pairing, but Story discovered an endless spiral of red tape and bureaucracy.

Housing NZ would not give an interview so Story decided to do their job for them.
