Israeli Prime Minister Benjamin Netanyahu has announced a toughening of the penalties for stone throwers.

The crackdown follows a third day of clashes between Palestinians and security forces in and around Jerusalem's flashpoint Al-Aqsa mosque compound.

"It has been decided to toughen the measures in many areas," Netanyahu said at the start of an emergency meeting of his ministers and security officials.

"A modification of the rules of engagement will be examined, as well as the establishment of a minimum penalty for those who throw stones and significant fines for minors - and for their parents - who commit these offences."
