The daughter of two of the victims in the Carterton balloon disaster believes bureaucracy is getting in the way of a significant safety overhaul in the adventure aviation industry.

The final report into the tragedy that claimed 11 lives in 2012 was released yesterday. Coroner Peter Ryan makes 19 recommendations, including making pilots' licensing and medical certification available to the public.

Sarah Scarlett's father Howard Cox and stepmother Diana Cox died in the 2012 balloon crash, and she wants authorities to take immediate action.

"We can't bring our families back – what we can do is basically see that they didn't die in vain in a horrific accident that just gets swept under the carpet as statistics," Ms Scarlett told RadioLIVE this morning.

"This was preventable, so make it preventable so that it never happens again. Do everything you can. Go above and beyond – don't just stop at mediocrity."

Transport Minister Simon Bridges says he supports information about pilots' licences being made public.

The Civil Aviation Authority is considering the recommendations.
