Teen's killer to remain behind bars

A man who has spent more than 25 years in prison after brutally murdering a Napier teenager will remain behind bars.

Sam Tehei was sentenced to life imprisonment in November 1987 for the murder of 16-year-old Colleen Burrows.

Ms Burrows was kidnapped, kicked in a prolonged attack and run over with a car after she refused to have sex with Tehei and another man.

Her body was found on the banks of the Tutaekuri River in June 1987.

Tehei was also convicted of attempted murder while he was an inmate at Auckland's Paremoremo Prison in November 1996.

In its decision to decline parole, released today, the Parole Board said Tehei remains at a high risk of reoffending and cannot be released into the community.

"By a wide margin Mr Tehei does not meet the statutory criteria of being no longer an undue risk to the safety of the community," the board said.
